QHR New Director Hnatiuk

February 23, 2005 (QHR – TSX Venture Exchange) Mr. Al Hildebrandt, President and CEO of the Company, is pleased to announce that Mr. Conrad Hnatiuk has consented to act as a Director of the Company effective February 15, 2005. The directors of the company have increased the size of the board from six directors to seven to accommodate this appointment.

Mr. Hnatiuk is a private sector consultant who has 30 years of extensive experience in all areas of government service. He served as Deputy Minister in the separate portfolios of Health, Corrections and Social Services in Alberta, Saskatchewan and Manitoba from 1984 to 1999. He is well respected and remains influential in current government circles.

After leaving government service he worked from 1999 to 2002 with a large multi-national corporation, SAIC, where he specialized in government healthcare applications. His current professional activities have been dedicated to findings ways to improve government administration with state of the art information technologies. Throughout his public and private career he has developed effective business resources and networks well suited to assist in the achievement of the long term goals of QHR.

As previously announced on January 18, 2005 Mr. Hnatiuk is a director and founding shareholder of QHR Central Software Inc. (“QCSI”). In this role Mr. Hnatiuk is actively involved in developing new commercial opportunities in Saskatchewan and other prospective business across Canada.

The corporate strategy of QCSI has been initiated to accelerate the adoption rate of Quadrant HRTM and AccuroTM in the Province of Saskatchewan. QHR has already gained a significant position in the healthcare markets in Manitoba, Alberta and British Columbia but to-date the Saskatchewan market has been left relatively untouched.
