Aspen Contract

September 10, 2003 (QHR – TSX-Venture) Mr. Al Hildebrandt, President and CEO of the Company, is pleased to announce the execution of a new contract with the Aspen Regional Health Authority (Aspen) in the Province of Alberta. The contract is for the purchase of the complete suite of the Company’s proprietary Human Resource (“HR”) software that includes payroll and staff scheduling, collectively known as Quadrant HR. The contract is expected to generate over $250,000 in new revenues, the majority of which will be recognized in the financial results of fiscal 2003.

Aspen became one of the original payroll customers of QHR in February 1999. Under this new contract Aspen will expand the use of Quadrant HRTM to all 3,800 employees in their region with the addition of the new staff- scheduling module. Aspen’s regional head office is in Westlock, Alberta, just north of Edmonton and it services the province from east to west.

Alberta recently reduced its existing seventeen regions into nine larger health regions. As previously announced by the Company, Alberta Wellnet has a master standing offer to purchase products and services from QHR in these regions.

Although QHR has a number of individual client organizations in Alberta, Aspen represents the first new region under the new provincial organizational boundaries to implement Quadrant HRTM. This is a milestone for the Company as it begins to prove the competitive advantages of its proprietary integration concepts that are fundamental design elements of Quadrant HR in the commercial marketplace.

QHR services more than forty-five client organizations with over 85,000 employees across North America. The primary design concept of Quadrant HR focuses on the effective administration of employee information in complex organizations such as healthcare facilities. The premise is that all HR data should be processed only once and then available to administrate all elements of HR, payroll and staff scheduling. Quadrant HR is designed to store, process and utilize accurate employee information, from a single HR database, especially in complex payroll, multi-position HR environments.
