NEW CONTRACT FOR NEW HORIZON TECHNOLOGIES INC.

March 15, 2001 (QHR – CDNX) QHR Technologies Inc. (the “Company”) is pleased to announce that the Company’s wholly owned subsidiary, New Horizon Technologies Inc. (“NHT”) has entered into an agreement with the Forensic Psychiatric Services Commission (“FPSC”) of Port Coquitlam, BC, Canada to license 550 staff members for Human Resources, Payroll and Staff Scheduling software applications. In addition, the agreement licenses 10 users for a full suite of Financial Applications and Materials Management software.

FPSC provides forensic psychiatric services to the courts of British Columbia and provides expert forensic psychiatric evidence in legal cases before the courts. It operates an inpatient facility in Port Coquitlam and six community outpatient clinics in centers throughout BC. FPSC has a staff of approximately 600 full and part-time individuals.

The contract in the amount of $434,202.00 CDN, which represents first year revenues for installation and implementation, will begin immediately with ongoing annual revenues for support and services. NHT is acting as the project manager in this project and will subcontract several applications to outside software suppliers.

The Company is engaged in the business of developing and implementing human resource solutions for large and medium sized enterprises. Its software modules can be purchased separately or bundled in a single integrated product known as Quadrant HR which has been designed to handle payroll, staff scheduling, data base needs and all elements of human resource management.
